Oliver Cooper is the Leader of the Conservatives and represents Chorleywood North & Sarratt on Three Rivers District Council.
Oliver lives on Lower Road, in the heart of Chorleywood. He grew up in Chorleywood, the son of a Liberal Democrat activist, but soon saw the error of his ways.
Oliver's priority is to identify and develop best practice from around the country so Three Rivers doesn't get things wrong so often, and to hold the council to account when the Lib Dem administration does make mistakes.
As Group Leader, he works with all Conservative councillors in their respective wards to support all of their campaigns. For example, Oliver worked with his group to propose the most detailed Budget in Three Rivers' history in 2025. See here.
He has identified and sought to prevent a number of significant errors by Three Rivers' Lib Dem administration. These include the council losing millions of pounds due to getting the law wrong on Business Rates pooling, the grant for the Aquadrome Bridge, and grants for electric vehicles.
He has extensive background in planning. He fought to stop the Lib Dems putting the Green Belt at risk by failing to pass a Local Plan before the deadline, but did stop them removing Bedmond from the Green Belt when they got the law wrong.
Oliver is experienced in local government, including having been a councillor and Leader of the Conservatives on Camden Council - where he moved for university - before he moved back to Rickmansworth and then Chorleywood.
Oliver is a lawyer practising international law, with a further background in economic policy.
