If you are uncertain as to whether your issue is a matter for the County Council or District Council matter, then this guide should help. However, our councillors work closely together, and if you raise any issue with any of our councillors, we will ensure it is directed to the right person in the right organisation.
Hertfordshire County Council responsibilities:
- Highways and transport
- Education
- Children's services
- Fire services
- Adult social care
- Libraries
- Trading standards
Three Rivers District Council and Dacorum Borough Council responsibilities:
- Planning policy and applications, including the Local Plan
- Bin collections and recycling
- Most parks and play areas, including the Aquadrome, South Oxhey Playing Fields, and Leavesden Country Park
- Preventing antisocial behaviour, littering, fly-tipping, and graffiti
- Parking controls, provision, and enforcement
- Council Tax collections and some benefits administration
- Social housing
- Environmental health
- Licensing (for alcohol sales, etc)
Parish councils do not have any specific duties in law, but they have a 'general power of competence', which means they can take on broadly whatever projects they want. That means parish councils in our area generally provide:
- Neighbourhood Plans, which supplement the district council's planning policies
- Community halls
- Allotments
- Rickmansworth's market
- A few green spaces, such as Chorleywood Common
- Local beautification projects, e.g. planters
